Who owns a risk?

Risk registers are often filled in during a meeting and then left there. The reason is not technical: when a risk has no named owner, everyone knows about it and nobody carries it. Naming an owner is uncomfortable, because a risk written next to a name becomes a promise someone can be held to. The likelihood-by-impact score is secondary: a score ranks risks, it does not reduce them. Ranking only starts to pay once it says who will do what, and when.
